Uzbekistan's regulations on video surveillance, access control and fire alarms: a reference with document numbers

Russian-language search results answer any question about alarms or video surveillance with the norms of the Russian Federation: “service once a quarter”, “licence from the Ministry of Emergencies”, “SP 3.13130”. Uzbekistan has its own documents, and they are structured differently — in deadlines, in authorities and in the client's duties. We checked every item in this reference against the document text on lex.uz, not against retellings.

The reference gives the document number, date and key clause so that it can be cited in a contract, a technical specification or a publication. Four topics have detailed write-ups — links at the end. Validity checked on 21 September 2026.

Cabinet of Ministers Resolution No. 880 governs the licensing of design, installation, commissioning, repair and maintenance of fire automation, intrusion, fire and combined alarm systems. Under the resolution the licensing authority is the Ministry of Internal Affairs — not the Ministry of Emergency Situations, as Russian sources claim.

The licence is open-ended, may be issued for part of the work types, and the register of licences is public. Contractor requirements: at least two employees on staff with at least three years' experience and a qualification of grade three or higher. The Fire Safety Rules approved by Resolution No. 649 contain no “once a quarter” norm. Clause 148, as amended by Resolution No. 153 of 04.04.2022, requires an annual plan of scheduled work drawn up from the equipment manufacturer's technical documentation. The system may be serviced either by the site's own trained staff or by a licensed organisation.

Clause 149 is conditional: a contract with a service organisation within 30 days is required only if the site's specialists cannot do the work themselves, and the period runs from the moment the devices are put into operation. On termination of the contract, the service organisation notifies the district or city emergency department within 24 hours.

The Law on Personal Data treats as personal data any information that allows a person to be identified — a video recording with a recognisable face falls under this definition, and a face or fingerprint template in an access-control system counts as biometric data, a stricter category.

Article 27-1 requires that databases of personal data of Uzbek citizens be collected, organised and stored on hardware physically located in the republic and registered in the State Register of Personal Data Databases. The competent authority is the State Personalisation Centre under the Cabinet of Ministers. Practical consequence: the video archive and the biometric database must reside on a recorder or server in Uzbekistan, not in a manufacturer's foreign cloud.

Presidential Resolution PP-48 requires, from 1 May 2026, that designs for new apartment buildings include video cameras in every entrance hall, in lifts and on the adjacent grounds, plus intercoms on entrance doors.

Without these systems the design does not pass expert review, and a building whose common property is not installed may not be accepted for occupancy. The installed equipment is handed over to the management company as common property, and its details are entered into the “Mening uyim” information system of the “Turarjoy” platform.

Uzbekistan's current normative document on fire automation for buildings and structures is ShNK 2.04.09-2007. It defines the choice of voice-alarm and evacuation-control system types and the composition of automatic fire detection and suppression for a site.

The Russian SP 3.13130.2009 and NPB 104-03, cited in many designs and commercial proposals, do not apply in Uzbekistan. If your technical specification references an “SP”, replace it with the ShNK — otherwise the design will not pass expert review.

Mandatory product certification is governed by Resolution No. 43 of 30.01.2021, with the list shortened by Resolution No. 683 of 16.11.2021. This is a framework document: we have not verified the annexed lists line by line, so the reference presents it as a starting point rather than a ready answer.

In practice, for a tender or expert review it is enough to request a certificate of conformity for the specific model from the supplier — we attach them to the specification for every item where a certificate is required.
