What changed on 1 May 2026
Decree of the President of the Republic of Uzbekistan No. PP-48 of 5 February 2026, «On additional measures to further improve the management system of apartment buildings», introduced a requirement that changes a developer's work directly. Clause 11 states that from 1 May 2026 the design documentation of newly built apartment buildings shall provide for surveillance cameras in every entrance, in the lifts and in the adjoining area, as well as intercom systems on the entrance doors.
The wording matters because it speaks about design documentation, not a finished building. The requirement fires at the earliest stage, months before any equipment is purchased — which is exactly why it is usually noticed late, once the design has already gone to expert review.
Two prohibitions that stop construction
The decree contains no recommendation but two direct prohibitions. First: if these items are not included in the design documentation, carrying out the expert review of that documentation is prohibited. The design will simply not be accepted for consideration.
The second prohibition waits at the end of construction: when a completed apartment building is accepted into service and the required property has not been installed, accepting the building into service is prohibited. A building erected without cameras and intercoms does not legally exist as a commissioned object — flats cannot be registered and keys cannot be handed over.
Cameras and intercoms become common property
The decree classifies the installed equipment as the common property of the building. It is handed over to the managing organisation for safekeeping in the established manner, and the details are entered into the «Turarjoy» section of the «Mening uyim» information system, launched on 1 March 2026.
The practical conclusion for a developer: the system cannot be a temporary one fitted «so that the handover passes». The managing organisation accepts it and then lives with it, and a record stays in a state system. Equipment without a warranty, documentation and a service path becomes a problem right after handover.
What to put in the design
The text implies a minimum scope: cameras in every entrance, cameras in the lifts, cameras in the adjoining area and intercom systems on the entrance doors. Exact counts and placement come from the design, but the usual approach is a camera above the entrance group outside, a camera in the lobby, one camera per lift car and two or three yard cameras with overlapping zones.
The lift camera is a story of its own. The car moves, so it needs either a flexible cable in the travelling loop or a wireless link, and this is agreed with the lift contractor at the design stage. Adding such a camera afterwards costs more: nobody enjoys pulling a route through a shaft in a finished building.
What it costs from the catalogue
Take a building with three entrances and one lift in each — fifteen cameras and three door stations. At catalogue prices as of September 2026, installation excluded: fifteen HiLook HL-IPC-B121HE-UC 2 MP bullet IP cameras at 258 900 each for 3 883 500 UZS; three Dahua DHI-VTO2111D-P-S2 door stations at 661 900 each for 1 985 700 UZS; three Hikvision DS-3E0310HP-E PoE switches at 741 900 each for 2 225 700 UZS; a sixteen-channel Hikvision DS-7616NI-K1 recorder at 1 112 900 UZS; and a 4 TB Seagate SkyHawk drive at 1 694 900 UZS.
That is 10 902 700 UZS of equipment. For a building of one hundred and eight flats it works out at roughly 101 thousand UZS per flat — less than a single entrance door. Against the price of a square metre the sum is barely visible, which is why arguing with the requirement costs more than meeting it.
