Alarm installation licence in Uzbekistan: who issues it and how to check a contractor

Designing, installing and servicing fire and security alarms is licensed by the Ministry of Internal Affairs, not by the Emergencies Ministry. The licence has no expiry date, the register is public, and staffing requirements are set by decree No. 880 of 27.10.2018.

The licence comes from the Interior Ministry, not the Emergencies Ministry

This is where almost everyone searching online goes wrong. Russian-language sources answer from Russian practice, where fire-safety activity is licensed by the emergencies authority. Uzbekistan works differently: Cabinet of Ministers Decree No. 880 of 27 October 2018 states directly that licensing of the design, installation, commissioning, repair and maintenance of fire automation, security, fire and combined alarm systems is carried out by the Ministry of Internal Affairs of the Republic of Uzbekistan.

The practical meaning is simple: if a contractor shows you an emergencies-ministry licence for alarm installation, the document came from the wrong authority. What you check is the register of the licensing body — under the decree it is published on that body's website and open for inspection.

What exactly is licensed

The licence covers five kinds of work on the same systems: design, installation, commissioning, repair and maintenance. The systems are fire automation equipment and security, fire and combined fire-and-security alarms. In other words, the design, the hands-on work and the later servicing regime all fall under licensing.

A detail that is rarely written down: at the applicant's request the licence may be issued for part of the licensed activity. A company may hold a licence for maintenance only and not for design. So the correct question to a contractor is not «do you have a licence» but «which kinds of work is it issued for».

Requirements a client should know about

The regulation sets a minimum team: the permanent staff of the legal entity must include at least two employees — a works manager and an operative — with at least three years of experience in the relevant field. The field is counted against the same list: design, installation, commissioning, repair or maintenance of fire suppression and alarm installations.

There is an education requirement too. Operatives must hold higher or vocational-technical education, or special training in electrical power engineering, electronics and microelectronics, automation and control, or radio engineering and telecommunications — at grade three or above. The regulation also separately defines the material and technical base required for the declared work.

The licence never expires, but it can be revoked

A licence for this activity is issued with no limit on its validity period. There is nothing to renew annually, and the issue date on its own tells you nothing — a document from 2019 is as valid as one from last month.

What the regulation does provide for is suspension, termination and annulment of the licence for breaching licensing requirements, with the licensing body monitoring compliance. That is exactly why you check the register entry at the moment of signing, not the paper in the contractor's folder.

Why this matters in practice

A fire alarm is part of a site's fire protection system and is accepted by the inspection. Work carried out by an organisation without the relevant licence creates risk at the worst possible moment: the site is finished, the money is spent, and the handover fails. Redoing the work through a licensed contractor costs more than choosing correctly at the start.

The second reason is servicing. Under the fire safety rules the owner must, within thirty days of the systems being commissioned, conclude a maintenance contract with a licensed organisation. If an unlicensed contractor did the installation, a contract with them will not satisfy that requirement.
