Who must have an alarm
Practically every business premises: a shop, an office, a café, a warehouse, a training centre. Requirements depend on area, floors and occupancy: a small rented unit needs a conventional alarm with smoke detectors and a sounder, a multi-floor building needs an addressable system and evacuation alerting.
Responsibility sits with the owner or the tenant — as written in the lease. A missing or dead alarm means orders and fines at inspection, and direct liability if something happens.
Conventional or addressable: the difference
A conventional system has detectors on a shared loop: the panel sees an alarm on line 2 but not which detector fired. It is cheap and sufficient up to ~300 m². Rubezh and Altai panels are the typical certified choice.
An addressable system knows every detector by name: the panel shows the exact room, watches chamber contamination and reports faults itself. For buildings with many rooms it is not a luxury but a code requirement — plus faster response and cheaper maintenance.
What the inspector checks
Design and as-built documents from a licensed organisation, equipment certificates, operation of every detector, sounder audibility, EXIT signs, the maintenance log. A system without a service contract formally counts as non-operational.
